Gaining backlinks

I was wondering if anyone knows of some good places to get backlinks that have high PR. I have listings in over 100 hosting directories and am looking for indvidual sites to add my site to or exchange links. I have heard of sites that have thousands of sites that all link to each other. Do those kind of programs work or do search engines penalize you for that.

If you want to do link exchanges, I've found that infowizards.com is good and so is linkpartners.com. There you can search which sites you want to trade with.

i don't know I just liked the inside just my imho
anyway this is gonna be valid link exchange not like "gain thousands of links in one click". I would give you the access but they closed the site and getting ready for launch.

Can anyone tell me of the value in this? I know alot of links to your website will give you a better PR but will it translate to sales? What is to say that alot of your competitors haven't already done this?
