Are we allowed to discuss freeware programs that may help us here? For example, free ftp programs or free web design programs?

I don't see why not, the rules just say don't make any requests, nothing about discussion or posting the links to any freebies that benefit the forum users.

Also, one other thing. Why are requests and offers not allowed?

They are allowed but just not in that forum, they can be made in the advertising forums but I know forsure that if offers and requests were allowed in that forum, atleast 70% of posts would be people requesting something for free
