It varies dependent on what the client is requiring at that time, those who purchase and use re seller hosting are just starting out and therefore have a minimal outlay to do so and that makes re seller hosting more attractive.

On the other hand those that use shared hosting are ones with smaller budgets needing minimal resources and can get away with using just shared resources.

the larger hosting company would use their own vps/dedi box to provide whm/cpanel hosting accounts to end clients and re sellers alike based on a larger budget.

the choice is really up to what the new business can sustain, in most cases startup hosting companies begin with re seller plans and then as the business grows they move up a step each time until they reach the dedi box option then as they grow further they add more dedi boxes.

More often people buy reseller hosting not to actually resell. They buy reseller so they can create unlimited or multiple accounts for each of their websites.

To answer this question in full, the end user who might need a reseller would really, really differ.

The main 3 common types of clients are:

1. Those looking purely to push web hosting services (start their own web hosting company).

2. Designers / developers: These people build other peoples / companies websites so it would be a good idea to offer branded hosting for an extra recurring fee.

3. Users with multiple websites: There are several advantages to having a reseller account than mixing them all into 1 single shared account such as organization, flexibility, security and so on.

The main benefits for all 3 would be:
1. Cost: There is no need to buy a server and then all the licenses that is required to make something of it.

2. There is no server management knowledge required nor do you have to hire anyone to manage the server. The web host will take care of all of this for you.

I think in most cases the AUP would generally stay the same. What might change (and is not always the case) is the resource limits would differ though the rest would remain as is.

There is a significant advantage to the client by opting for a reseller account instead of cramming accounts into a single shared account. A single shared account will share the allocated resources (So if the limit is 1 GB ram, that 1 GB ram would be shared between all of the websites hosted on that package).

With a reseller however, every cPanel would be assigned a separate allocation of resources. So if the limit is 1 GB, that would be 1 GB per cPanel.
