Best Backlink summary tool

Still, you have to own/control the site to see backlinks via Google Webmaster Tools. If you're trying to do research on a site you intend to buy, GWT won't be of any help.

Semrush.com seems to have a backlinks tool, but I don't know how reliable it is.
 
Well If one need to look backlink for other website then seomoz is the best to try. They have paid subscription for thier tool and the best one available online.
 
semrush is a great source, raventools has some great integration with a few different sources (including semrush).

If you're looking to spend a few dollars, check out the Website Auditor by SEO Power Suite. Nice little collection of stuff in there. For a freebie, Traffictravis does a decent job too.
 
Mostly I use Google webmasters tool and SeoMoz to check backlinks, however, I frequently use Semrush as well. By the way last month I had came across with a tool which also shows the new and lost backlinks ( ahrefs.com ).

Google webmasters tool is a decent anough tool. If you desire a very quick and dirty analysis you can also just check google analytics for referals and then just add an advanced segment to exclude paid referals. I think that should also work although I am not sure.
 
Seomoz is a great tool for checking backlinks as well as many other performance tools and checks. Backlinkwatch.com is ok as well but it really only check one thing. Soemoz is a powerful tool as well as a great fully manageable SEO results and tracking system which can give you results for many SEO tasks.
 
If something is even slightly useless, then it shouldn't be used. :) I'm a fan of Google and many of the tools they provide, but some of them just provide false information - and thus, can't be used when evaluating links or marketing campaigns.
