I think there's a $2 off coupon for a 1 year .com on the DNC site. It'll get you close to that $6 mark.
Also I think Yahoo does registrations for $1 or $2, but that you have to host through them as well. So to answer your question, $1 for a .com with no other obligations? Don't hold your breath.
