If you are looking for something free, Virtualmin GPL is a great panel and supports importing from cPanel. It is more suited for advanced users however so if you aren't hosting that target audience it may not be a good idea.

WHMcs is a really great billing automated script that runs on the web server and allows your clients and staff operation manage there services.
its a nice cheap monthy bill only of $15.oo a month depending on who is your license provider.

It more depends on your targeted customers when we talk about the hosting control panel. But if we talk about administrating the billing/accounts, then, yes, WHMCS can't be beaten of course. It is fastest, cheapest and satisfy approximately all of your needs.

WHMCS can be modified highly.. HostBill is getting to be something, but its certainly not close to there yet.

Once you ever use WHMCS for 2-3 months, it's all over you'll be hooked for sure! Who wouldn't be hooked, using the best selling WHM billing system around. Almost 4 years for us, and its still being refined, enlarged and just plain better every free up-date.

WHMCS/cPanel Is definately the way to go. It is not the most popular Control Panel for nothing. This is very userfriendly and is constantly getting new updates and ad ins.
