Luxembourg is taking a drastic step towards digital sovereignty with the introduction of an independent cloud platform, a venture between French cloud behemoth OVH and Deep, the national postal service state-owned IT subsidiary. This isn’t just another data infrastructure initiative—Luxembourg is making a calculated move to retain critical workloads at home, shielding them from foreign jurisdiction.
Unlike traditional cloud services tied to global tech giants, Deep will fully control and own this independent platform within Luxembourg’s own data centers. Though OVH is the one who is supplying the tech and the brains with its On-Prem Cloud Platform (OPCP), the infrastructure itself stays out of OVH’s control. This allows Luxembourg to keep full control of its precious data assets, which are an increasingly necessary aspect as the world has seen growing cybersecurity threats and regulator focus.
Deep has already begun the initial rollout phase, completing the first hardware installations at its data centers. Deep anticipates going commercial with the platform sometime before the end of 2025. When operational, the platform will serve businesses and government agencies that require the most stringent levels of security, privacy, and compliance—without threat of extraterritorial intrusion by foreign powers.
Deep CEO Sébastien Genesca stressed that the project is a move toward increased digital sovereignty. “It’s not only about housing data; it’s about having Luxembourg’s most sensitive applications operate on infrastructure that’s in really local control,” he said.
The rise of sovereign cloud solutions isn’t unique to Luxembourg. Across Europe, concerns over data governance have pushed nations to seek alternatives to U.S.-owned platforms. Major American providers, including Microsoft, have responded by launching localized offerings in collaboration with regional partners. Notably, Microsoft is also preparing to introduce a separate cloud service in Luxembourg through a partnership with Deep and Post.
OVH is solidifying its role as a top player in Europe’s cloud services through this partnership. By creating cloud services in local areas, OVH offers an option aside from the big cloud companies that dominate the market. This provides businesses and governments the chance to manage their digital systems more effectively.
