If you mean it this way, there are datacenters in nearly all European countries and most of cities are connected to 100 Mbit wired Ethernet and decent 3g-4g Wi-Fi. The only exception may be Balcan countries or former Yugoslavia due to lasting unrest there.
Former Yugoslavia maybe and some of the Balcans but there are exceptions to that rule. My home country for example, Bulgaria, is still in the top countries regarding internet connection speed in the world (yes, world). As far as I know Romanians have a pretty strong Ethernet there too (don't quote me on that tho). :rolleyes2
The main reasons for hosting not in UK, NL, SE, Germany or Switzerland would be protection from DMCA for hosting copyrighted content. I doubt this will be blatantly admitted on an open forum.
But in general US companies tend to have lower prices and better service this is due to some cities have 10 or more datacenters that are competing.

The idea is not to find a country with a different policy regarding DMCA but to find countries where there are not much choice regarding type of service ( vm / physical server / mail service / etc ....) near the localisation of the users.
