Web hosting with Ruby on Rails support

In very general terms, if something that I wanted to install on the server requires Ruby on Rails, and the current setup does not support it, does it mean a Ruby on Rails hosting has to be picked primarily, or is it something that a traditional web hosting company might have enabled?

In other words, if someone is looking for Ruby on Rails hosting, does he/she needs to look for those hosting companies that specialize in it, or any company with appropriate support would do?

cPanel support Ruby on Rails, but usually we've found that the average Ruby user uses more resources than the average PHP user.
I imagine that a Ruby account would, therefore, cost more.

If you are talking about running Ruby on a VPS without a control panel, any competent web host should be able to configure this for you, for a price.

As Ruby is not as popular as PHP not everyone will install it, after all the more things installed on a server the more maintenance that server will need to maintain it.
 
The big truth is that most of "top" hosts are recommended to you for one and only reason- they pay to web site owner much more money than other companies.
