I don't think that you may get a colo deal for free, doesn't think to be clever of a host to spend his own money in vain,
but sometimes hosts offer freebies like

I don't think that there are any discounts from the companies that provide colo services.

I have never seen , I guess this sort of things should be talked over with a particular colo service provider and if interested he could offer some discounts.1U can be offered for free if you plan to stay with them for more or less durable period of time.
I think the best idea here is to go for a colo service provider who owns the network, that's the case with ***********.com and Hostdime.com.
