The Amsterdam site runs two data centers, both live now. For Dutch and European companies with residency rules, local hosting often counts for more than raw speed.

The company says the region should also deliver lower latency, sturdier services and better disaster recovery. Those are the usual cloud promises, so buyers will want test results from their own workloads. Feifei Li, who leads Alibaba Cloud Intelligence’s international business, described the Netherlands as one of Europe’s liveliest digital economies and pointed to demand from local firms building with AI.

Amsterdam raises Alibaba’s global footprint to 109 availability zones across 32 regions. In Europe, it already runs regions in Frankfurt, London and Paris. Finland comes next, where the company plans its first regions, and it will also enlarge data center capacity in Germany and France over the coming 12 months. That puts Alibaba in direct competition with Amazon, Microsoft and Google on their home ground in Europe, though it starts with a much smaller footprint.

Early customer feedback is positive but limited. Anthony Diaz, co-founder and chief product and technology officer at Dutch LLM platform orq.ai, said local infrastructure matters because of what businesses can build on it. He welcomed the investment and said he looks forward to working together on reliable, scalable AI use. That is one supportive voice, not a trend, and the announcement names no large enterprise customers.

A second launch arrived alongside the region. Alibaba unveiled the newest generation of Apsara Stack, its hybrid cloud product, which brings more than 80 cloud and AI products into customers’ own premises. The first version left China in 2018. For organizations that cannot move certain workloads to a public cloud at all, an on-premises option widens the choice.

Several questions remain open. The announcement gives no pricing, no list of services available in Amsterdam on day one and no detail on legal protections for customer data. European buyers weighing a Chinese provider will likely ask about all three before moving anything important.

Alibaba Cloud has opened its first public cloud region in the Netherlands, and the main selling point is simple: customers can process and store data without it leaving the country.
