Fred Sun, general manager of Tencent Cloud Europe, says the regional business has grown at high double-digit rates for several years, and he expects that to continue.

A year ago, many European firms were still experimenting with AI, Sun says, but now they have largely moved on to adoption. They also want openness and choice, he adds, even more than they do in the cloud. TokenHub, Tencent’s model platform, offers its own Hy models next to DeepSeek, GLM, Kimi and MiniMax through a single API.

Cost pressure adds to the pull. Sun says firms would rather match each task, whether the job is writing code, generating images or running agents, to a model of the right size than send every request to the priciest option. For example, WorkBuddy, Tencent’s agent workspace, lists a cost coefficient beside each of its 20-plus models.

The second bet is Tencent Cloud Enterprise, a full private cloud that runs in customers’ own data centers. Sun says its control panel also sits on the customer’s premises, while most big cloud providers’ edge products still need a control plane in their public clouds. That is not true of every rival, though. Google Cloud has an air-gapped edition of its distributed cloud, and Microsoft lets Azure Local run disconnected.

So far, Tencent Cloud Enterprise has a few customers across Europe, the Middle East and Africa, mostly telcos and financial firms, and Tencent is working with eight to 10 similar companies on on-premise AI. Sun still expects it to drive growth, because he believes about 99% of European customers with sensitive data would rather keep it in-house.

Meanwhile, Tencent added a third Frankfurt availability zone this year, and Sun says the next European region will most likely sit inside the European Economic Area.

Sun also traced some of the interest from construction, manufacturing and energy firms to June, when a U.S. export control directive led Anthropic to suspend access to Claude Fable 5 for all users. U.S. officials lifted it on June 30.

Even so, Sun described growth only in broad terms, so buyers will want hard numbers first.

Tencent Cloud is making a two-part pitch to European companies: open-weight AI models and a private cloud that runs entirely inside the customer’s own building.
