At the Microsoft AI Tour in London last week, CEO Satya Nadella described a portfolio approach to risk: a public cloud, a public cloud with sovereign controls, a private cloud and, in some cases, nationally built partner clouds. Together, he said, they give organizations choice, control and resilience.<\/p>\n<p dir=\"ltr\">The new tools put some substance behind that claim. A <a href=\"https:\/\/learn.microsoft.com\/en-us\/azure\/azure-sovereign-clouds\/public\/sovereign-control-panel\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Sovereign Control Panel<\/a> has entered public preview, giving organizations one portal to check where workloads run and whether that meets their sovereignty requirements. Nadella also pointed to clean rooms that can detect log tampering during administrative work, along with fully disconnected operations in the <a href=\"https:\/\/hostingdiscussion.com\/news\/meeza-microsoft-plan-a-sovereign-private-cloud-for-qatar-built-on-azure-local\/\">private cloud<\/a>.<\/p>\n<p dir=\"ltr\">That private option, Microsoft Sovereign Private Cloud, launched in 2025 on Azure Local, with hardware sitting in customer or third-party data centers. <a href=\"https:\/\/hostingdiscussion.com\/news\/microsoft-scales-azure-local-to-thousands-of-servers-as-sovereign-cloud-demand-reshapes-infrastructure\/\">Azure Local<\/a> now adds confidential virtual machines, which use hardware-encrypted memory and isolation, plus workload attestation before the system releases sensitive data or keys. It also supports multi-tenancy, so organizations can separate resources, governance and management while sharing infrastructure. In November, Foundry Local becomes generally available there, offering Microsoft, partner, open-weight and open-source models for local inference and natural-language queries over enterprise data.<\/p>\n<p dir=\"ltr\">Microsoft says the goal is to let organizations apply the right level of control to each workload without forcing every application into one deployment model. That sounds sensible. However, more options also mean more decisions about which workload belongs where.<\/p>\n<p dir=\"ltr\">The timing is hard to miss. Around the same time, the <a href=\"https:\/\/hostingdiscussion.com\/news\/cloud-providers-push-for-uk-action-as-cma-weighs-oversight-of-aws-microsoft\/\">UK Competition and Markets Authority<\/a> wrapped up its investigation and determined that Microsoft meets the statutory conditions for strategic market status. The authority found that Microsoft holds significant power in cloud computing, pointing to heavy reliance on its business software as something that makes it harder for customers to switch vendors or for new competitors to gain a foothold. A consultation runs until November 13.<\/p>\n<p dir=\"ltr\">So two messages sit side by side. One says customers get control. The other says leaving is hard.
