According to a statement HRF issued from New York on September 9, WP Engine told the organization on September 3 that it had received a demand letter from Roskomnadzor, Russia’s censorship agency, claiming the site violated Russian law. WP Engine gave HRF an ultimatum: block the site from Russian users within 24 hours themselves, or WP Engine would do it on their behalf.

HRF refused and wrote back asking the company to reconsider. By that same afternoon, less than a full day after the initial notice, HRF’s own investigation found the site was already inaccessible from Russian IP addresses. WP Engine‘s public response to that timeline, if it gave one, didn’t appear in HRF’s statement.

What makes this case different from routine content moderation is where the block actually happened. Roskomnadzor usually operates by directing Russian internet providers to restrict access inside the country’s own networks. Here, the agency reached outside Russia entirely and got a US-based hosting company to do the blocking at the source, rather than leaving that job to Russian infrastructure. That’s a meaningfully different kind of pressure, and it’s exactly what HRF is objecting to.

HRF said it hasn’t implemented any restriction on the site and won’t, and that its work supporting activists, journalists and political prisoners in closed societies continues regardless. The organization didn’t detail how it plans to keep the Tyranny Tracker’s reporting reaching Russian readers, only that it intends to.

The foundation is now calling on democratic governments and companies headquartered in democracies to push back against what it calls Russia’s attempt to export censorship beyond its own borders. Framed that way, this isn’t really a dispute about one hosting contract. It’s a test of whether companies based in free countries will enforce foreign censorship demands against content that’s entirely legal where it was published.

WP Engine, a web hosting company based in Austin, blocked access to a human rights website from inside Russia last week, and it did so after the site’s own operator explicitly told the company not to.
