But the real story here isn’t the volume. It’s a rule change buried in the fine print that quietly turns losing a domain contest from a decent payday into a six-figure loss.

Back in 2012, when two applicants wanted the same string, ICANN would set up a contention set and offer an auction as a last resort. Almost nobody needed it. Of 234 contention sets that year, only 16 actually went to an ICANN auction. Everyone else settled privately, usually through side auctions where the winner simply paid off the losers to walk away. It was a system that worked for both sides. The winner got the domain, the losers still profited, and none of that money went to ICANN at all.

The 2026 Guidebook shuts that door completely. Private auctions, joint ventures, or any arrangement designed to settle contention outside ICANN’s official process are now explicitly banned, with penalties ranging from disqualification to full forfeiture of application fees. ICANN said as much back in April, stating plainly that it expects a much higher volume of its own auctions going forward as a direct result.

Here’s what that actually means in dollar terms. The application fee runs $227,000. Withdraw early, within ten days of String Confirmation Day, and an applicant gets back 65%, losing $79,450. Wait until after a contention loss, though, and the refund drops to 35%, meaning a losing bidder now eats $147,550 with nothing to show for it. There’s no side deal left to soften that blow.

One partial escape exists. More than 1,100 of the applications filed include a backup string, letting an applicant pivot away from a contested name within 14 days at no extra cost. But that switch is permanent, and it only works if no rival already claimed that same fallback.

None of this resolves quickly, either. ICANN hasn’t scheduled Reveal Day yet, only saying it expects an announcement in mid-September. Based on the organization’s own nine-week window after applications closed, that puts the date at October 14 at the latest, with full delegation still years away for most applicants.

ICANN‘s application window for new top-level domains closed on August 12 with more than 1,600 applications on file, a number close enough to 2012’s 1,930 that comparisons feel almost automatic.
