Partners put up the capital for the servers and buildings, then run the facilities day to day.

Nebius, in exchange, supplies the system design, the software stack, supply-chain access, and the sales team that brings customers to the resulting capacity. It’s a way to grow the platform’s footprint without Nebius footing every construction bill, and for infrastructure owners, it’s a chance to sell something more valuable than raw server space.

The arrangement leaves a lot unsettled, though. Nebius hasn’t named any partners yet, disclosed where these facilities will sit, or specified how revenue actually gets split between the two sides. The company mentioned revenue sharing, licensing fees, and committed-capacity agreements as possible structures, but which model applies where changes who bears the risk if a facility runs under capacity.

There’s also a harder operational question underneath all of it: Nebius stays responsible for service quality, while a separate company controls the physical hardware, and keeping performance consistent across sites nobody fully controls end to end is genuinely difficult, not just a contractual detail to sort out later.

Meanwhile, on the demand side, Nebius separately confirmed a compute deal with Reflection AI worth more than $1 billion running through 2029, giving Reflection guaranteed access to Nvidia’s GB300 systems. Bloomberg first reported the agreement. It’s Reflection’s second major capacity commitment in roughly a month, following an earlier arrangement tied to SpaceX’s computing infrastructure, and it reflects a pattern playing out across the AI industry: developers locking in hardware years in advance simply because they can’t be certain they’ll be able to get it later.

Neither company has linked the Reflection contract to the new partner program, and there’s no indication Reflection’s workloads will run on partner-owned infrastructure. Still, both moves land on the same core problem for Nebius, supplying enough capacity to satisfy customers who need it now, while building a structure flexible enough to keep growing once today’s hardware becomes tomorrow’s outdated inventory.

Nebius made two separate moves this week that, on their surface, look unrelated but both point to the same underlying pressure: demand for AI computing capacity is outpacing what any single company can build alone.
